Policy Regarding Unpublished Opinions

Opinions with an extension .P8 are published opinions; those with the extension of .U8 are unpublished opinions. Eighth Circuit Rule 28A(k) governs citation of unpublished opinions. An unpublished opinion generally should not be cited, but may be cited when it has persuasive value and no other opinion from this or another Court would serve as well.
